Summer for All Act

Newly introduced federal legislation, the Summer for All Act, sponsored by US Senator Chris Murphy (D-CT), aims to help provide high-quality summer enrichment opportunities to all kids and families and especially those who could not afford or access these programs otherwise.

For millions of kids, summer is marked by camps and other enrichment activities that help them reset mentally, socially, and emotionally and prepare for success at school in the fall. But too many kids and their families get left behind as many high-quality summer programs either do not have enough slots or are cost prohibitive. These kids not only miss out on the experiences their peers have, but after spending months with little support or resources, they are often worse off by the time it’s back-to-school. Summers are a formative time in a child’s development, and federal support is urgently needed to help ensure every kid has a fun and fulfilling summer – not just the ones who can afford it.

A nationally representative poll by Gallup in partnership with the National Summer Learning Association (NSLA) and the American Camp Association (ACA) found that 30 million youth are engaged in summer opportunities. This represents 55% of K-12 youth in schools. NSLA and ACA call for a national effort to maintain and increase this baseline, but critical barriers such as cost remain for many families.

The Summer for All Act, recently introduced by Senator Murphy (D-CT), would provide long-term, direct funding to help kids and families access high-quality summer programs and activities. Specifically, the Summer for All Act would authorize $4 billion over four years and $1 billion each fiscal year thereafter to fund two new competitive grant programs to expand access to summer enrichment programs, and authorize an additional reservation of funds to conduct data collection and analysis on the impact of these programs and how to improve summer

Statement from NSLA on the Administration’s Proposals to Eliminate the US Department of Education and the Institute of Museum and Library Services

Research shows that the summer months are some of the most high-impact yet high-need times for America’s young people during their education and development. From reducing hunger and juvenile crime to promoting literacy, math, STEM, physical and mental health to preparing older teens for success in college and careers, structured, supervised and evidence-based summer programs provide solutions to numerous challenges facing communities, working families, and kids.

Investing in America’s children is a nonpartisan issue with bipartisan support and we call on all legislators from both sides of the aisle to protect and strengthen–– not weaken–– the institutions that make summer learning, meals, health, enrichment and employment opportunities possible for all students.

The National Summer Learning Association (NSLA) is the leading national organization dedicated to ensuring all families in the U.S. can access and benefit from high-quality summer learning, enrichment and employment opportunities each year. Recent studies from Gallup show that when school is closed, 20 million (68%) of middle and higher-income students can afford to pay for additional summer opportunities to learn, grow and prepare for the next school year while only 10 million (37%) of lower income students can access and benefit from similar experiences. NSLA supports, convenes, and trains a non-partisan national network of 25,000+ leaders representing schools, non-profits, government agencies, and corporations working to close this gap and meet the variety of needs and interests of children over the summer.

NSLA is deeply concerned by the Administration’s proposals to eliminate the U.S. Department of Education, the Institute of Museum and Library Services (IMLS) and reduce funding support for Summer Meals programs within the US Department of Agriculture. These directives threaten the ability of all children and families but especially the most vulnerable, to eat, learn, play and grow over their summers.

The U.S. Department of Education plays a critical role in advancing learning, enrichment, and youth employment opportunities by investing in quality summer programs and offering critical support services and data to states, districts and program providers. Similarly, IMLS supports public libraries and museums which serve as vital community hubs and provide summer learning, literacy, STEM and career development programs for local youth. The U.S. Department of Agriculture helps millions of students access healthy summer meals who might not be able to do so otherwise. Without the efforts and resources of these federal agencies, working parents and low-income children will struggle and fall behind. Eliminating these agencies and their summer investment programs weakens our nation’s workforce pipeline, exacerbates existing learning and opportunity gaps, and undermines the academic recovery efforts still underway following the pandemic.

At a time when research overwhelmingly highlights the benefits and critical role expanded learning and enrichment opportunities play as key drivers of student and family success, we believe we should be investing more—not less—in America’s future, our children.NSLA looks forward to supporting our state, district and local community partners as they do more to carry on this important work.We stand with educators, families, community organizations, and students in urging Congress to reject these funding cuts and reaffirm our nation’s commitment to ensuring fun, engaging, constructive and productive summers for all – not just for some.

As the national leader on summer learning and its role in education reform, NSLA tracks and responds to policy issues that affect summer opportunities at the federal, state, and local levels, with the goal of ensuring high-quality summer learning opportunities reach as many children and youth as possible, especially those most in need.

Working hand-in-hand with coalition partners, policymakers, and local advocates, NSLA provides expertise, tools and resources on a number of policy issues that include 21st Century Community Learning Centers, summer meals, community service and service learning, STEM education, and funding opportunities for summer programs. NSLA’s policy priorities focus on sustainability of summer initiatives, fostering partnerships, and improving quality for programs serving youth from pre-kindergarten through higher education and into the workforce.

Research

Since its inception, NSLA has led a national movement to increase and promote the knowledge base about effective summer learning approaches. NSLA partners with researchers around the country to investigate the disparities faced by low-income youth during the summer months, the effects of these disparities, and the solutions that reverse summer learning loss. Together with research partners, NSLA develops ideas and resources for the summer learning research community, fosters collaboration between researchers, communities, and practitioners in the field; and promotes new knowledge to education stakeholders.
